On the 21st of February Zheleznogorsk, which hosts leading companies of nuclear (FSUE Mining and Chemical Combine, MCC) and space (JSC ACADEMICIAN M.F. RESHETNEV Information Satellite Systems) industries, held the signing ceremony of the Memorandum of Cooperation between ROSATOM, ROSCOSMOS and Krasnoyarsk Territory.
The document was signed by Director General of ROSATOM Alexey Likhachev, General Director of ROSCOSMOS Igor Komarov and Head of Krasnoyarsk Territory Alexander Uss. 
 The signing of the Memorandum reflects the accumulated potential of the cooperation and forms a new stage of cooperation in both the development of high-technology economy of the Zheleznogorsk and the development of territories in the interest of all of their residents.
The Memorandum forms the basis for development of the Priority Social and Economic Development Area (PSEDA)-Zheleznogorsk in the area of high technologies in the nuclear and space industries, gives grounds for development of joint projects and attraction of investments from the three sides. The PSEDA infrastructural base will include, among other, Prompark, where the Memorandum signing ceremony was held. The first candidate for PSEDA residents has already worked there; the Ministry for Economic Development of Russia has supported the Regional Engineering Center “Polymer Composite Materials and Technologies” set up in Prompark. This is a joint project of the Territorial Government and SibGAU. The project “Creation of Production and Design Center for Precise Metal Processing and Off-standard Equipment Manufacture” was also put for implementation. This is the second site for PSEDA; it is situated in the territory of the Mechanical Repair Plant (MRP MCC LLC, an affiliate of Mining and Chemical Combine). 
 Director General of ROSATOM Alexey Likhachev noted: “This is a unique city. Because, two corporations – ROSATOM and ROSCOSMOS – are unique. The place they are hosted is unique, their readiness to directly work and cooperate, not only through Moscow, is unique. The uniqueness of the situation is in the wish of the Krasnoyarsk Territory Government to render additionally a site for development and levers to force our projects. The support to the Government and Governance of the Territory gives us a serious hope for many years of fruitful cooperation. The Memorandum signed today includes both ROSATOM’s cities in Krasnoyarsk Territory – Zheleznogorsk and Zelenogorsk. We expect that PSEDA will be created in Zelenogorsk in the second half of this year. In Zheleznogorsk, on which the governmental decision we expect to use the site for development of ROSATOM’s new products, everything will be in strict bound to MCC and under its aegis as well as under its liability. ROSATOM’s investment projects, some of which were presented for implementation in Zheleznogorsk, are demanded throughout the world that stresses the global leadership of ROSATOM, not just across Russia. We also value joint work for the interests of Krasnoyarsk Territory in developing regional development programs. We are ready to actively cooperate is development of areas prospective for Krasnoyarsk Territory residents.”

After signing of the Memorandum, the heads of ROSATOM, ROSCOSMOS and the Krasnoyarsk Territory made a visit to the children’s’ clinic in Zheleznogorsk where they were familiarized with the progress of the project “Lean Clinic”. This project is implemented as the ROSATOM Production System’s project and initially it was tested in the cities hosting nuclear corporation. In Zheleznogorsk, it is implemented by Mining and Chemical Combine jointly with Clinic-51 of FMBA of Russia. Head of FMBA of Russia Vladimir Uiba met the heads of Krasnoyarsk Territory, ROSATOM and ROSCOSMOS in the clinic and took part in the project progress review.
As working part of the visit, General Director of Mining and Chemical Combine Petr Gavrilov reported the Head of ROSATOM on new stages of mastered productions: logistics of processing SNF VVER-1000 starting from the wet storage to research hot cells. 
 Also, Director General of ROSATOM Alexey Likhachev held a two-hour meeting with civil activists of Zheleznogorsk which was held in the reading room of the A. M. Gorky Central Library.
