On 14 May round ASE Group of Companies (Engineering Division of ROSATOM) held round-table discussion “Globalization as a success condition: NPP construction within the framework of a partnership”.

The discussions were attended by representatives of large construction and engineering companies that have experience in implementation of complex engineering projects, including NPPs, representatives of regulatory authorities of the countries where Rosatom is implementing its projects.

Reinhard Wagner, Chairman of the Council of Delegates of International Project Management Association, spoke about standards and competences required for implementation of large projects. Jean-Denis Arnal, executive director of Bouygues Construction (France) shared his experience of partnership in infrastructural projects in Finland, France, Great Britain and Egypt. Andrey Obushev, Technical Director for Nuclear Branch of Bureau Veritas Europe, discussed the experience of certification for the selection of suppliers within the framework of establishment a global chain of supplies. Noel Camarca, special R&D advisor in the fiend of nuclear power engineering and international cooperation of EDF (France) spoke about the approaches of EDF to new conditions of the nuclear power market, the current status of reorganization of the French nuclear power industry and the experience of project implementation in France, China and Great Britain.

Speaking about the implementation by ROSATOM engineering division of the largest global long-term program for NPP construction abroad, Alexander Khazin, senior vice-president for foreign projects management, pointed out that “in order to be successful on the foreign market, it is not enough to rely exclusively on our own resources, it is important to learn to make efficient use of the resources of our foreign partners. Actually we have already started establishing a pool of our strategic suppliers and partners.

We propose to our reliable and proven partners that they should share part of our order. Why is the new method of work on integrated lots profitable for us? We optimize our expenses selecting long-term partners who have appropriate competences, production capacities and knowledge of the local market requirements. Why is it profitable for our partners? Our partners have an opportunity to construct, on the global scale, together with us, NPPs of the Russian design - proven and safe power units of the newest generation 3+, in other words - they receive a long-term order. However, we realize that we are not just sharing part of our order, we are also sharing responsibility. It is important that our partners with whom we are prepared to foster long-term relations, should realize this as well”.

The participants of the round-table also discussed an ideal interaction in a partnership, the distribution of risks in a project, the localization of suppliers in international projects and the requirements to such suppliers, the standards whose compliance is a compulsory requirement of the customer and a condition for a significant mitigation of the project risks.
