ROSATOM participates in the first pilot research exercises run by the Ministry of the Russian Federation for Affairs for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM of Russia) “Safe Arctic” where it demonstrates operation of the mobile laser complex (MLC) for elimination of accident consequences. MLC has been designed by JSC “SRC RF TRINITI” (part of ROSATOM’s scientific division JSC Science and Innovations).
In the course of practical drill action to eliminate a fire at Dudinka Oil Tank Farm SRC RF TRINITY specialists used the mobile laser complex for cutting a process hole in the burning tank wall.
“Using the technology of laser severing in elimination of accident consequences will allow departments to shorten time of a rescue operation greatly and give an opportunity to operate in hardly-to-access places. Besides, the risk of trauma will be excluded for specialists who participate in elimination of various accidents,” Director of Department for Educational and Scientific and Technical Policy of EMERCOM Aleksandr Bondar noted.
“The exercises made it abundantly clear that mobility and promptness of deployment of the complex are a great advantage in case of man-induced accidents. Our complex, as minimum, replaces three units of special machinery and a team of rescuers. Now, the commercial division of JSC SRC RF TRINITI led by Azamat Bedanokov is negotiating on the development of a series of similar complexes for EMERCOM of Russia,” Director of SRC RF TRINITI Dmitri Makarov said.
ROSATOM and EMERCOM of Russia, based on the exercise results, are expected to discuss the use of laser complexes for the agency’s needs, including in the Arctic.
“Safe Arctic” is large-scale pilot research exercises of EMERCOM of Russia which are held on September 7 and 8 in seven Arctic regions by the instruction of the President of the Russian Federation. The participants are representatives of foreign emergency agencies and diplomatic corps of the Arctic Council participating countries: Finland, Norway, Canada and USA. The operator is the Roscongress Foundation.
The Joint Stock Company State Research Center of the Russian Federation Troitsk Institute for Innovation and Fusion Research (JSC SRC RF TRINITI) is a company of the State Atomic Energy Corporation “Rosatom”. The main activities of the Institute include research in plasma physics, controlled thermonuclear fusion, laser physics and technology, physics of extreme states of matter, physics of energy conversion processes; R&D under the State Defense Order, development of physical models and codes to predict the behavior of fuel and elements of reactor cores.
The Institute has developed a family of laser complexes which is unique in the market and allows for remote laser cutting of thick-walled structures at a safe distance up to 300 meters from the item with a cutting depth of 440 mm, as well as eliminating man-induced accidents and supporting urgent special operations.
The remote laser cutting using the transport fiber optics will be used for fragmentation of equipment (steam generators, condensers, reactor vessels) at NPP units being dismantled and for elimination of contamination with emergency leaks of petrochemicals in on-shore and coastal areas. The submerged laser cutting may be used to fragment radiation-contaminated metal structures of NPPs in spent fuel pools, sunk ships, submerged port structural elements, and marine platforms for oil and gas extraction in the marine shelf (including the Arctic).
Earlier this year, in the framework of the implementation of the production promotion strategy, SRC RF TRINITI took part in the exhibition “Integrated Safety”. Based on the successful demonstration of operation of the complex, EMERCOM of Russia invited SRC RF TRINITI to the pilot research exercise “Safe Arctic”.
