Rusatom Service JSC (the sectoral coordinating centre for ROSATOM’s nuclear infrastructure activities, which is part of Rosenergoatom, the Electric Power Division of ROSATOM) will hold a round table on the theme: ‘Building Nuclear Infrastructure as a Key Component for the Sustainability of Nuclear Projects’ at the 11th ATOMEXPO 2019 International Forum on April 15, 2019.
During this event, representatives of ROSATOM, the IAEA, the World Nuclear Association as well as countries that are developing or planning to develop and improve nuclear power programmes will share their views on key issues for the development of nuclear infrastructure. In particular, they will discuss the challenges faced by a country that plans to develop a national nuclear power programme. The discussion is expected to cover such aspects as human resource development, improving the management of nuclear power programmes at the national level, and regulating safety in the use of atomic energy as part of nuclear facility construction projects.
The discussion will be moderated by Elina Teplinsky, a partner at Pillsbury Law Firm (USA). The event is expected to be attended by IAEA Deputy Director General and Head of the Nuclear Energy Department Mikhail Chudakov as well as representatives of the World Nuclear Association and the nuclear agencies and organizations of Egypt, Zambia, the United Arab Emirates, Turkey, Uzbekistan, and Finland.
The round table will be held in the Blue Hall of the Main Media Centre and start at 14:30.

Today, the use of nuclear technology is rapidly expanding in terms of its geography and opportunities. The global community’s energy and non-energy use of nuclear and radiation technologies is becoming a key factor in achieving the UN Sustainable Development Goals, which include: improving people’s quality of life, enhancing their wellbeing, and creating a responsible attitude to the environment. The construction of nuclear facilities involves building nuclear infrastructure, which also means the large-scale development of national components, systems, and facilities that provide public, legislative, management, organizational, administrative, regulatory, supervisory, scientific, technical, financial, personnel, industrial, social, and public support to ensure the safe and effective implementation of a national nuclear power programme. Nuclear infrastructure is one of the key tools for minimizing technical, administrative, regulatory, financial, and other risks when implementing a project to build a nuclear energy facility for both the customer country and the supplier country. In this regard, ROSATOM’s integrated proposal offers its foreign partners a package of services to assist in building and improving national nuclear infrastructure. In particular, ROSATOM has already implemented projects to assess the state of the nuclear infrastructure of Bolivia and Zambia and also organized work to assist in the establishment of such infrastructure. Similar work is planned with other ROSATOM partner countries (Turkey, Egypt, Bangladesh, Uzbekistan, and Nigeria, among others) in the near future.
The main topic for this year’s Forum is ‘Nuclear for better life’. For the first time in the history of the Forum, the business programme has been compiled by the International Programme Committee, which is made up of: Director-General of the OECD Nuclear Energy Agency William Magwood, Director General of the World Nuclear Association (WNA) Agneta Rising, former Chairman of the World Association of Nuclear Operators Jacques Régaldo and former Director-General of the OECD Nuclear Energy Agency Luis E. Echávarri, among others. ATOMEXPO 2019 participants (heads of state structures, major companies and public organizations, as well as international experts) will discuss global issues in the development of carbon-free energy, a responsible approach to the environment and natural resources, green investments and international partnerships for sustainable development. The exhibition area will take up over 13,000 square metres.
The 10th anniversary ATOMEXPO Forum in 2018 attracted over 4000 delegates and guests from 68 countries (compared to 65 countries in 2017 and 55 countries in 2016). The exhibition took place on a total area of 20,000 square metres (compared to 12,000 square metres in 2017). Over 600 companies took part in the event. A total of 39 agreements and other documents on cooperation and partnership, including commercial contracts, were signed on the side-lines of ATOMEXPO 2018.
